The application package usually includes a certificate of incorporation, memorandum and articles of association, shareholder register, director register, company extract, certificate of good standing and certificate of incumbency.

All ultimate beneficial owners must be identified and supported with proper due diligence documentation.

Individual directors, shareholders and UBOs usually need to provide passport copies, proof of address, bank reference, professional reference, CV and completed remote ID verification.

Anjouan does not require the applicant to maintain a local physical office.

There is no requirement to appoint a local resident director for the license.

Where applicable, the applicant provides RNG testing certificates and game or content provider agreements. The content provider must be licensed in Anjouan where required.

For B2B providers, the file includes a business plan, proof of domain ownership, business model description, operator license agreement template, KYB/KYC policies and Business Terms & Conditions.

B2B applicants may need RNG testing certificates and content provider agreements where games or content are resold or aggregated.

The one-time license issuance fee is EUR 17,828 for both B2C Operator Licenses and B2B Service Provider Licenses.

The annual renewal fee is EUR 17,828 and must be paid to keep the 12-month license active.

For B2C licenses, each additional domain or URL may cost EUR 500 per licensing cycle.

There is no minimum authorized capital requirement, which makes Anjouan more accessible for start-ups and lean iGaming structures.

The base price includes up to 2 domains / URLs, 2 users on the management platform, and authorization for 1 Key Person / Compliance Officer.

Each additional authorized person may cost EUR 2,000 per year.

The base fee includes due diligence checks on up to 4 directors, shareholders or UBOs.

If the ownership structure includes more persons or requires additional checks, extra due diligence costs may apply — usually EUR 250–500 per additional person.

Application and license-related fees are generally non-refundable, regardless of the outcome of the application.

Where applicable, the applicant prepares RNG testing certificates, game or content provider agreements, platform documentation and other technical materials.

The applicant submits the completed forms, corporate documents, due diligence files, license-specific documents and the applicable non-refundable fee.

The Anjouan Gaming Authority reviews whether the application is complete and accurate. Incomplete applications are not processed.

The authority assesses the corporate structure, directors, shareholders, UBOs, key persons, source of funds, sanctions exposure, and identity verification.

Once approved, the applicant receives the 12-month license and may launch the approved online gaming activities under the license conditions.

The license must be renewed annually by paying the renewal fee and maintaining the required documentation and compliance standards.

The applicant must decide whether to use an Anjouan company or another suitable legal entity for the license.

Once approved, the 12-month license is activated, and the operator may launch the approved online gaming activities.

Licensed operators benefit from 0% CIT, meaning no corporate income tax is applied to gambling revenues under the Anjouan license regime.

The jurisdiction applies 0% VAT for goods and services provided under the Anjouan gambling license framework.

Anjouan applies 0% Gross Gaming Revenue tax, which means there is no levy on total gaming turnover or net gaming revenue.

The operator should continuously maintain a reliable banking, PSP or crypto payment architecture, as traditional banks and major PSPs may be cautious with Anjouan-related structures.

The license does not cover certain jurisdictions, including the USA, UK, Australia, Austria, Comoros, France, Germany, Netherlands, Spain, FATF blacklisted countries and sanctioned countries.

Anjouan licensing does not automatically allow the operator to target every country. The business must separately assess local gambling, advertising, payment and consumer protection rules in each target market.

Many traditional banks and major payment service providers may be cautious with companies registered directly in Anjouan. Payment architecture should be planned before launch.
